Only a valid mark counts. Suspended means paused while something is checked: the agent stopped consulting, its circuit breaker tripped, a critical drift alert is open, or it acted beyond its tier. Expired and revoked records stay visible, with the reason. A mark covers one agent in one region and domain. What a mark covers.
Agents can make the same check through the API: GET https://api.consciencegraph.org/mark?id=<number>, or ?caller=<caller id> for every mark a peer holds.
